there's been a public #freelance channel on stratics for quite some time lex; however it's such a ghost town that not even FL join it any more...

my guess would be to try the public echelon channel (if there is one); ask WC or reki to give you their addy.

The only public channel I know of is #eve-evo but unfortunately it's rarely used. Maybe FL, as a group, will be more public when DoW comes around. In a game such as EVE, public relations are often dealt with in game or on the EVE forums. Guess its just the nature of the game.
